After the long pause, I pleasantly received your letter from the 25th of Adar I. Thank you especially for your attention in writing to me about the evening dedicated to the Chabad movement that took place in your city, Kiryat Gat—especially since, according to the information I received, it was successful.

Since our people are generally action-oriented—and this is no wonder, as our Sages of blessed memory taught in their Mishnah: "Action is the main thing"—may it be G‑d's will that this successful evening will continue into actual deeds and daily life for the residents of your city in our holy land (may it be rebuilt and established), so that their conduct matches the title known throughout all corners of the world—even among non-Jews—Eretz HaKodesh (the Holy Land).

Certainly you, in your esteemed position and with your talents with which you have been endowed, can accomplish much in this direction. I hope you are utilizing your full influence.

As we stand just after Purim—when, as expressed in the Megillah: "LaYehudim hayetah orah v'simchah v'sasson vikar" (For the Jews there was light and gladness and joy and honor) (Megillah 16b)—in its literal sense and as our Sages interpret: "Orah means Torah," meaning that Jewish life can only be illuminated and illuminating when aligned with Torah's guidance about which it is said "Torah Or" (the Torah is light)—may it be so for the lives of your city's residents within all of Israel.

With distress and also great astonishment I understood from your letter that until now the two Torah scrolls sent some time ago have not yet been delivered; perhaps they were delayed by offices. In any case, I immediately wrote to our activists in Eretz HaKodesh asking them to clarify this matter and expedite it as much as possible.
