שלום וברכה!
מאשר הנני קבלת מכתביו מד' ויז' מנ"א והקודמם,
ולפלא שאלתו - שמכבר כתבתי להרה"ח כו' יונה שי'.
בעת רצון יזכירוהו וכל אלה שכותב אודותם, על הציון הק' של כ"ק מו"ח אדמו"ר זצוקללה"ה נבג"מ זי"ע, מתאים לתוכן כתבו, ואותו להצלחה בענינים אודותם כותב מתוך שמחה וטוב לבב ובאופן מסודר ומתוכנן דוקא, כמו שכתבתי כ"פ.
בודאי למותר להאריך על שאין דעתי ע"פ דעת רבותינו נשיאינו נוחה כלל וכלל - מהנהגה בלתי מסודרה בעת התועדות וכו' וכו', וכמובא בכמה שיחות קדש בזה.
גם - בהנוגע לשתיית משקה, אין זה אלא טפל דטפל, וגם אז צריכים ברכה וס"ד שילך בדרך הישר וכו'. וכותב הנני עד"ז, כיון שמגיעות שמועות לא טובות בזה. וכאילו מתנצלים שזהו נוגע ליכולת לדבר דברי התעוררות - שהוא היפך המבואר בשיחות קדש רבותינו נשיאינו, וד"ל. והמפורסמות אין צריכות ראי'. והרי זהו יותר ממצוה הבאה בעבירה, שהרי בהנ"ל - העבירה ברורה והמצוה צריכה עיון וחיפוש וק"ל. ויהי רצון שגם בזה יבשר טוב.
ובהמצאנו בחדש מנחם אב, שכשמו כן הוא, אשר אבינו שבשמים מנחם את כאו"א מבניו בני בכורי ישראל ובנים אתם לה' אלקיכם, תמורת אותם הענינים שקרו במשך ימים ושבועות אלו, יהי רצון שיראה כל זה גם לעיני בשר ובטוב הנראה והנגלה, בנין תחת חורבן ובאופן דופרצת ימה וקדמה וצפונה ונגבה תמורת בין המצרים בעגלא דידן על ידי משיח צדקנו.

תקותי שהבני' נמשכת בפועל בזריזות ובכל ג' הסוגים. ובאופן זה (ומה טוב - שעוד בהוספה) ימשיכו עד שיוגמר בפו"מ. ותקותי שיעמדו על המשמר בזה.
- פשוט שבנוגע לכפר ב' - צ"ל דוקא בשטח שהקציבו מאז (שהי' זה קודם ההקפאה) כי מוכרח להיות לא רחוק מהכפר דעתה וכו' וכו'.

I hereby acknowledge receipt of your letters from the 4th and 6th of Menachem Av and the previous ones. I am surprised by your question, as I have already written to Haraha"ch etc. Yonah.
At an auspicious time, you and all those about whom you write will be mentioned at the holy resting place of my revered father-in-law, the Rebbe, zatzal, in accordance with the content of your letter. May you have success in the matters you write about—with joy, gladness of heart, and in an orderly and planned manner specifically, as I have written many times.
Certainly it is unnecessary to elaborate that my opinion—based on our Rebbeim—is not at all favorable regarding disorderly conduct during farbrengen gatherings, as has been discussed in several sacred talks on this topic.
Also regarding drinking mashkeh: this is only a secondary matter, and even then it requires a blessing and heavenly assistance to go in the proper path. I write this because unpleasant reports have reached me about this. Some seem to excuse themselves by saying it helps them speak words of inspiration—but this is contrary to what is explained in many talks by our Rebbeim. This should be clear. Well-known things need no proof.
This is more than a mitzvah that comes through a transgression; here the transgression is clear while the mitzvah requires examination and searching—this should be understood well.
May it be G‑d's will that there will also be good news regarding this matter.
As we find ourselves in the month of Menachem Av—which lives up to its name: our Father in Heaven comforts each one of His children, "My firstborn Israel," as it says "You are children to Hashem your G‑d." In place of what has occurred over these recent days and weeks, may it be G‑d's will that all this should also be seen with physical eyes as revealed good—a rebuilding instead of destruction, spreading out westward, eastward, northward, and southward—instead of Bein HaMetzarim (the Three Weeks), speedily in our days through Moshiach Tzidkeinu.

I hope that construction continues actively and promptly in all three categories. In this way (and even better—with additional effort) let them continue until completion in actual deed. I hope they will remain vigilant about this.
It is obvious that regarding Kfar Bet—the work must specifically be done on the land allocated from before (which was before the freeze), since it must not be far from the current village, etc., etc.
Summary
The Rebbe teaches that farbrengens must be conducted with orderliness and purpose; using mashkeh as an excuse for disorder or inspiration contradicts chassidic teachings. True blessing comes through discipline, planning, and acting according to Torah guidance—even amidst challenges.
