בהמשך למכתבי הקודם שבטח נתקבל מכבר, והמשך למכתבם מד' תשרי.
א) נכון הענין, שהשטחים אודותם כותבים שמעבר לפסי הרכבת, יהיו ברשות ועד הכפר, לאותם הענינים אודותם כותבים, וכן בהנוגע להמרוקנים, באם השטחים שנתנו להם, הם ג"כ נמצאים שם.
ב) במ"ש אודות נטיעת פרדס באמצע הכפר, - מובן שהענין צ"ע [...] באם כדאי הדבר, מהטעמים שכותבים, ויש להתייעץ בזה עם משרדים המתאימים, וכן לברר הנמצא כזה במושבות וכפרים שבאה"ק ת"ו הנמצאים במצב דומה למצבם הם.
ג) קבלתי בשורה משמחת, אשר כבר היו איזה מאות אתרוגים באלו פרי עץ הדר אשר בכפר חב"ד שהובאו מקלברי, אף שבשנה זו לא השתמשו בהם כמאמר רז"ל לא הוכשרו למלאכת שמים וכו' וכן אתרוג שאינו ערלה (תניא פרק ל"ז). ולפלא שלא הודיעו בשורה משמחת זו מהכפר. ביחד עם זה העירוני, שחסרה ההגנה על אילנות אלו מפני רוחות וכו' ע"י העמדת גדר או אילנות מתאימות וכו' ובטח יתענינו בזה בעוד מועד אלו המתעסקים בהנ"ל.
ד) [ב]מ"ש אודות אפשריות ותכנית לפתוח כפר חב"ד ומוסדות חב"ד בכלל, כנראה גם ממכתבם, עדיין חסר ביסוס כדבעי בעניני הכפר ובמוסדות הקיימים וכן בשטחים הפרטים, ויש מקום לחשש, שכשיתוספו כמה ענינים חדשים, יוגרע עוד יותר בהנ"ל.
ה) בהנוגע לאופן ניצול השטחים השונים שבכפר, בקשר עם המקווה שסו"ס יעשה (ויה"ר בעגלא דידן) למרכז חב"ד - יש להתייעץ עם המומחים במקצוע דתכנון כפרים ומושבים, וביחד עם זקני אנ"ש אשר באה"ק ת"ו בכלל, כיון שכנ"ל זהו ענין הנוגע לכללות אנ"ש באה"ק ת"ו וכבר נאמר ותשועה ברוב יועץ דוקא.
ו) בודאי בעוד מועד עושים תכנית לניצול ימי חדש כסלו חדש הגאולה, כי כנראה למרות כל הבקשות הפצרות וזירוז מכאן להכין תכנית בעוד מועד, אפילו בהנוגע למבצע ד' מינים דשנה זו נעשו כמה פרטים בחפזון ברגעים האחרונים, וכנראה השפעה זו גם על התוצאות, ולעורר ג"כ שהעלון דד' מינים והעלון דשמח"ת גם בהם נראה חפזון וק"ל.

מובן שהמבנה להזרעה מלאכותית אי אפשר שיהי' באמצע כפר ומושב, וכן צ"ל בריחוק הכי אפשרי ממוסדות חינוך. ולפלא גדול אפילו השקו"ט בזה.

In continuation to my previous letter which you have surely already received, and in response to your letter from the 4th of Tishrei.
a) The matter is correct: that the areas you write about beyond the railway tracks should be under the authority of the village committee for those matters you mention. The same applies regarding the Moroccans—if the areas given to them are also located there.
b) Regarding what you wrote about planting an orchard in the middle of the village—it is understood that this matter requires further consideration [...] whether it is worthwhile for the reasons you mention. You should consult with appropriate offices about this and also clarify if such a thing exists in settlements and villages in Eretz Yisrael that are in a similar situation to yours.
c) I received joyful news that already there were several hundred etrogim among those "Pri Etz Hadar" (fruit of a beautiful tree) in Kfar Chabad that were brought from Calabria. Even though this year they were not used—as our Sages say: "they were not fit for sacred use," etc.—and also an etrog that is not orlah (Tanya ch. 37). It is surprising that such joyful news was not reported from the village. At the same time, I was informed that protection for these trees against winds etc., by putting up a fence or suitable trees, is lacking. Surely those involved will take an interest in this in good time.
d) Regarding what you wrote about possibilities and plans to open Kfar Chabad and Chabad institutions in general: as appears also from your letter, there is still a lack of proper foundation in matters of the village and existing institutions as well as private plots. There is reason to fear that when several new things are added, it will further detract from these matters.
e) Regarding how to utilize various areas in the village connected with the mikveh which will finally be built (may it be soon), for the Chabad center—you should consult with experts in village and settlement planning as well as with elders among Anash in Eretz Yisrael generally. As mentioned above, this concerns all of Anash in Eretz Yisrael; as it says: "Salvation comes through many counselors."
f) Surely preparations are being made on time to utilize the days of Kislev—the month of redemption—for activities. Apparently despite all requests and urgings from here to prepare plans on time—even regarding this year's Four Species campaign—several details were done hastily at the last minute; apparently this affected results as well. Also to note: both the Four Species bulletin and Simchat Torah bulletin showed signs of haste.

It is understood that a facility for artificial insemination cannot be located in the middle of a village or settlement; it must be as far away as possible from educational institutions. It is very surprising there was even debate about this.
