... דעתי ברורה, שההשתתפות בקואוליציא (ועאכו"כ שז.א. במשרת מיניסטר המביא לפועל דבר עבירה כו') אסורה בהחלט ע"פ שו"ע. וענין דעבירה נמצא ברוב משרדי המיניסטריום ואולי גם בכולם. ולכל לראש במשרד הדתות, לשון רבים, ששם איסורי ע"ז ממש. ונגדל פי כמה כאשר חותם על הפקודה איש מניח תפילין, שזוהי הצהרה נוספת שיש לשתף ר"ל וכו'.
פשוטה הקושיא שישאלו, שהרי דוקא במשרד זה תלוי' ההענקה לכמה עניני דת ישראל, אבל פשיטא שאין לעשות מסחר במצות ועבירות בכלל, ומי יאמר באחת מהשלש והראשונה שבהן - ע"ז כפשוטה, שלא היתה כזאת מעת שאנשי כנה"ג בטלוה, ובפרט לעשות הענין בשם כלל ישראל.
כוונתי בכתבי האמור (שבטח חושדני בה, והוא חשד מבוסס), שבאם ביד כת"ר למנוע הנ"ל - והרי אה"ק מורגלת בנסים - תבוא עליו ברכה וזכות הרבים מסייעתו.

... My opinion is clear: participation in the coalition (and certainly all the more so as a ministerial position that brings about an act of transgression, etc.) is absolutely forbidden according to Shulchan Aruch. The matter of transgression exists in most ministries and perhaps even in all of them. First and foremost in the Ministry of Religions (in plural), where there are actual prohibitions of avodah zarah (idol worship). The severity increases greatly when someone who puts on tefillin signs the order—this is an additional declaration that one must participate, G‑d forbid, etc.
The obvious question will be asked: after all, it is specifically in this ministry that funding for many matters of Jewish religion depends. But it is obvious that one cannot trade mitzvos for transgressions at all—and who can say regarding any one of the three cardinal sins (and especially the first among them—actual avodah zarah), which has not occurred since the Men of the Great Assembly abolished it—certainly not to do so in the name of all Israel.
My intention in writing this (which you surely suspect me of—and it is a well-founded suspicion) is that if you are able to prevent the above—and after all, Eretz HaKodesh is accustomed to miracles—blessing will come upon you and the merit of the many will assist you.

Summary
The Rebbe teaches that one must never compromise on Torah principles for political gain or communal benefit. Even when religious interests seem at stake, involvement in prohibited activities or positions remains absolutely forbidden.
