בשאלתו בשם גיסו שי', כיון שדר במקום שתושביו מתנהגים שלא כדבעי וכו' האם להעתיק לסביבה דתית וחרדית אף שעי"ז יצטרך ללוות מעות.
ע"פ דברי רז"ל (אבות פרק ו' משנה ט') ופס"ד הרמב"ם הלכות דיעות ריש פרק ו', מובן שיש להשתדל ככל האפשרי לדור בסביבה של חרדים לדבר ה' ושומרי תומ"צ כדבעי, ובטח יוכל לשלם המעות שילוה בתנאים נוחים, והשי"ת יצליחו.

In response to your letter from the 28th of the month of mercy.
At an auspicious time, you and all those you wrote about were mentioned at the holy resting place of my father-in-law, the Rebbe, of blessed memory, in accordance with the content of your letter.
Regarding your question on behalf of your brother-in-law, since he lives in a place where the residents do not behave as they should, etc., whether he should move to a religious and observant environment even though this would require borrowing money: Based on the words of our Sages (Avot ch. 6 mishnah 9) and the ruling of Rambam, Hilchot De'ot at the beginning of ch. 6, it is understood that one should strive as much as possible to live in an environment of those who are G‑d-fearing and properly observe Torah and mitzvot. Certainly he will be able to repay the money he borrows under favorable conditions, and may Hashem grant him success.
