Haraha"g vavac"h iy"a nu"n oseik b'tzt"z Gedalya
Shalom u'Vrachah!
Some time ago, this was brought to my attention, and in searching among the manuscripts, I did not find the mentioned discourse for now. However, I found from Admor HaTzt"z a discourse on similar topics that also explains the matter of garments, and there the words regarding the measure of the pants do not appear.
Regarding what I said about precision in language: "One does not stand to pray except with..."—the addition to the phrase (which at first glance is the simple style) "they stand to pray with...", this addition emphasizes the precision and necessity of the matter. He brings that sometimes this style is found and yet it is only an initial preference (lechatchila), as stated in Shulchan Aruch according to Rambam (Hilchot Tumat Meit ch. 8 halacha 2).
I am surprised at your honor because on the contrary—from there I saw—based on Tosafot's words on this sugya (Menachot 83b), Lechem Mishneh and Kesef Mishneh (first answer) on Rambam there. And even if you say as written, even within lechatchila itself—there are several levels, like mitzvah as prescribed, mehadrin, and mehadrin min hamehadrin. The above addition to the simple style at least adds a level within lechatchila (and as explicitly written in Kesef Mishneh's second answer—which apparently is where your honor questions from).
In truth, no proof is needed for something that is simply a literal interpretation of words—as in the distinction above: the style "they stand to pray with..." does not particularly emphasize what happens if it is not fulfilled; whereas with the style "one does not stand to pray except...", it clearly emphasizes this point. And this should suffice.
I hope that they also gathered in their camp during the ninth [of Tammuz] on Yud-Beis and Yud-Gimmel Tammuz—the redemption of our Rebbe, our leader of Israel—and indeed, "the body follows the head," so that each one of us will be redeemed immediately from all confusing matters both materially and spiritually and will be able to serve Hashem with joy and gladness of heart.
With honor and blessing for good news.

Summary
This letter teaches that careful attention to language in halachic texts reflects deeper levels of obligation and intention. Even subtle differences in phrasing can indicate varying degrees of stringency or ideal fulfillment in Jewish practice.
