מאשר הנני קבלת מכתבו מיום הילולא דרשב"י עם הרשימה המצורפה, ות"ח על הטרחה. ויהי רצון אשר יוכל לבשר טוב בטוב האמיתי, ולא רק להרגיע את רוחי ולא רק בתור לימוד זכות, אף שגם זה ענין נעלה הוא (וכדבר משנה ע"ד גודל הענין דלימוד זכות וכן דרז"ל דהמצוה דואהבת לרעך כמוך ה"ה כלל גדול בתורה), אבל הרי פשוט שבשורות טובות יכולים להיות בשלימות יותר ע"י שינוי בהמציאות שלא יצטרכו גם ללימוד זכות, וכמו שאמרתי לו כאן שמרא דאתרא הרי גם גנבי בשיבבותא דרב[2] - רבם הוא ובמילא פשוט שרב יכול להשפיע עליהם, ובמכש"כ וק"ו על אנ"ש ותמימים שרבותינו נשיאנו השקיעו בהם מכחותיהם פנימים ועצמיים ואפילו אלו שנתוספו לאחרי זה הרי הודיעו חז"ל קרב לגבי דהיני ואידהן[3], וכדיוק הלשון דהינא שהשמן מפעפע, בכל מקום, וק"ל.
וכיון שנמצאים אנו בימי הכנה לחג השבועות זמן מתן תורתנו עלי' נאמר חרות על הלוחות א"ת חרות אלא חירות, חירות מכל ענינים המבלבלים, הנה יבשר טוב טוב אמיתי בטוב הנראה והנגלה בכל ענינים הכללים ובענינים הפרטים. ומיום הולדתו הבע"ל עוד יוסיף אומץ בזה לאויוש"ט, טובות עם כל הפירושים.
בברכה בנוסח הרב הוא כ"ק מו"ח אדמו"ר לקבלת התורה בשמחה ובפנימיות.

- 3 שבועות מז, ב שמעון בן טרפון אומר קרב לגבי דהינא ואידהן רש"י קרב לגבי דהינא ואידהן - אם נגעת במשוח בשמן תהא. גם משוח בנגיעתו כלומר פרת הוא קטן משלש נהרות שהוא מנוי אצלם לבסוף והנהר הרביעי הוא פרת (בראשית ב) וכאן הוא קורא אותו נהר גדול בשביל שהוא נזכר כאן על שם א"י שהיא חשובה נזכר גם הוא בחשיבות דהינא לשון שמן ומשיחה (ישעיהו לד) הודשנה מחלב מתרגמינן אתדהינא:

I hereby acknowledge receipt of your letter from the day of the yahrzeit of Rashbi with the attached list, and thank you for your effort.
May it be G‑d's will that you will be able to share truly good news—not only to calm my spirit and not only as a merit in your favor (although this too is an elevated matter, as the Mishnah discusses at length about the greatness of judging favorably, and as our Sages say that the mitzvah of 'VeAhavta L'Rei'acha Kamocha'—'Love your fellow as yourself'—is a great principle in Torah). But it is clear that good news can be more complete when there is an actual change in reality so that there is no need even for judging favorably. As I have told you here: since a mara d'asra (community Rav) is considered even by thieves in his neighborhood as their Rav, it is obvious that a Rav can influence them. All the more so regarding Anash and Temimim into whom our Rebbeim have invested their deepest and most essential powers—even those who joined later are included, as our Sages taught: 'Karev legabei dehina ve'idhan' (if one approaches oil, he becomes oily)—and note the precise language 'dehina,' meaning oil permeates everywhere. This is clear.
And since we are now in the days of preparation for Shavuos—the time of the giving of our Torah—about which it says 'charut al haluchot' ('engraved on the tablets'), do not read 'charut' but 'cherut' ('freedom'), freedom from all confusing matters—may you share truly good news, visible and revealed good in all general matters and in personal matters.
And from your upcoming birthday may you further strengthen this for good things with all their interpretations.

Summary
The Rebbe teaches that a Rav has profound influence over his community and should strive to bring genuine positive change. Especially before Shavuos, leaders are empowered to uplift others and share truly good news both spiritually and materially.
