בנועם ובשמחה גדולה קראתי הדו"ח שלהם ע"ד הפעולות במשך חדש תשרי, ובפרט בזמן שמחתנו. כן יתן וכן יוסיף ה' לימים יבואו להיות מעלין בקדש, מעלה אחר מעלה.
ועל של עתה באתי לעוררם ע"ד הנחיצות היותר גדולה להשתמש בחדש כסלו להפצת שיטת החסידות חב"ד. ובפרט בהימים שמיו"ד כסלו, י"ט כסלו ואילך, ולסדר הדברים בפירסום המתאים, והעיקר להשתדל בכיבוש הנוער, ולא רק הנוער החרדי בלבד, אלא גם זה שלעת עתה אינו חרדי עדיין, הנמצא לע"ע בחוצה.
אפשר שימים אלו תוגמר כאן העתקת חוברת י"ט כסלו ללשון הקדש, ואז תושלח לכם. אבל בטח גם במחניכם יש למצוא בקל מעתיק המתאים, ואז אין כדאי לחכות להעתקה הנשלחת מכאן, אשר אפשר שתתאחר.
בברכת הצלחה בעבודתם בקדש וקיום ברכת נשיאנו להיות נרות להאיר.

With pleasure and great joy I read your report regarding the activities during the month of Tishrei, especially during our time of rejoicing. May Hashem continue to grant you success in the future to ascend in holiness, level after level.
Now I wish to arouse you regarding the utmost necessity to utilize the month of Kislev for spreading the teachings of Chabad Chassidus. Especially during the days from the 10th of Kislev, the 19th of Kislev and onward—organizing matters with appropriate publicity—and most importantly, striving to reach youth. Not only youth who are already observant but also those who are not yet observant and are currently outside [the community].
It is possible that in these days the copying of the Yud-Tes Kislev booklet into Lashon HaKodesh will be completed here and then it will be sent to you. But surely in your own community you can easily find a suitable translator; therefore it is not worthwhile to wait for the copy sent from here as it may be delayed.
With blessings for success in your holy work and fulfillment of our Nesi'im's blessing—to be candles that illuminate.
