I received your letter from the 27th of Menachem Av along with the check from Havavac"h iy"a etc. Morenu Harav Chaim Yaakov Gas, and as per your instruction in your previous letter, the receipt was sent to Hashab etc. Morenu Harav Naftali Kahana...

And in my opinion, as I wrote in my previous letter, one must strengthen the public study of Chassidus. It is known that 'public' (rabbim) means when it is in plural form—even two suffice, as the expression 'the minimum of many is two' (see Shut HaRa'av ben HaRambam siman 86, siman 110 in the name of his father and in the language of "from our sages," version of Sdei Yehoshua on Yerushalmi end of Berachos). Even when the term explicitly says 'many,' three suffice (Gittin 46a; Yerushalmi Gittin chapter 8 halacha 6; introduction to Tikunei Zohar at its beginning). All the more so that with proper effort there will certainly be many more than three.

Summary

The Rebbe teaches that public study of Chassidus can begin with just two or three people and encourages making efforts to involve even more. Every increase strengthens both learning and community blessing.
