In the laws — Ketanos in HaRosh, Hilchos Tefillin, Siman 15; that for the sake of peace and blessing! The fulfillment of the mitzvah of tefillin, which are placed on the arm and head and their proper arrangement, should be upheld among the men of war — "and he tore off the arm as well as the head."
It is a mitzvah and merit to publicize this halachah among the men of war and all their relatives and friends, and all Jews everywhere they may be.
Summary
The Rebbe teaches that fulfilling the mitzvah of tefillin is especially important for soldiers. He urges that this halachah be widely shared among them, their families, friends, and all Jews wherever they are.
