וצד השוה בכולם עכ"פ כפי שכותבים שחסר סדר בעבודתם, ובמילא נמצאים במצב של עולה ויורד וכו' וכו'
והנה אחת מהכוונות שנמצאים כולם יחד בבי"ס חב"ד הוא שאיש את רעהו יעזורו ויחזקו בעבודה האמורה, אשר בכולם צ"ל סדר כדרישת רבותינו נשיאינו, כמבואר באיזה שיחות קדש, ובחינוך בסדר מסודר דוקא, ובפרט שרואים את זה גם במוחש שהסדר נוגע לקיום הפעולות ולהצלחתן, והמפורסמות אין צריכות ראי'.
והנה אין צועקין על העבר, והתקוה שעכ"פ מכאן ולהבא לא יהי' מקום ארומשפילן זיך, וברציניות הדרושה אבל ביחד עם זה מתוך שמחה וטוב לבב יסדרו הפעולות כדבעי ויצליחו הלוך והוסיף הלוך ואור.

I acknowledge receipt of your letters, which outline the main points of your activities in the various areas you have undertaken upon yourselves, especially regarding the primary matter of education in the holy schools—Chabad schools.
The common thread among all your reports, at least as you write, is a lack of order in your work. As a result, you find yourselves in a state of ups and downs, etc., etc. One of the intentions behind everyone being together in a Chabad school is that each person should help and strengthen his fellow in this work. In all these areas there must be order as demanded by our Rebbeim, as explained in various holy talks. Especially in education, there must specifically be an organized system; we also see tangibly that order is crucial for the continuity and success of these activities—what is well-known needs no proof.
We do not cry over the past; the hope is that at least from now on there will be no room for discouragement. With the necessary seriousness—but together with joy and gladness of heart—you should organize your activities properly and succeed ever more and more.
I await good news about all the above, with details as required. "We do not cry out [over what has already happened]": see Berachot 54a.
Summary
The Rebbe teaches that mutual support and proper organization are essential for success in educational endeavors. Even if there were past shortcomings, one should move forward with seriousness and joy to achieve lasting results.
