ימים אלו נתקבלו הפ"כ מישיבת ועדת הבירורים מר"ח אייר, ומישיבת הועד מט"ז וכו' אייר וח' סיון...
אין מבואר כלל, מהו הטעם בשכל לשלילת שיווק מאורגן ובפרט לאחרי שזה כמה נדבר בהכרחיות שבזה וכו', ודעתי כבר כתבתי שצריך לנצל הלואות שאפשר לנצלם וכמה טעמים, ושיווק מאורגן כפי כתבם - הרי נוסף על המעלות בזה בכלל, יועיל גם בהשגת הלואות.
הערה כללית לאיזה סעיפים בהפ"כ (אף שכמדומה כבר כתבתי כ"פ ולכמה מארגוני חב"ד) והוא: מענה שלי אל מי שיהי' הכתוב באופן פרטי, אינו מחייב כלל הנהלת מוסד או ארגון או הנהלת הכפר לאיזה ענינים שיהיו, ורק המענה שלי המתקבל רשמית במענה לההנהלה, ופשוט שאין נפק"מ מי הוא השואל באופן פרטי, כי הנקודה בזה היא, אם זוהי שאלת אלו או בשם אלו שהם מייצגים הכפר או המוסד וכו' או שאלת איש פרטי בתאור הענין כפי שנראה לו וכו' וק"ל.
בשאלתם באם בהשכון החדש, יבנו בתים של ארבע דירות או רק של שתי
דירות, - כבר כתבתי שצריך להשתדל ככל האפשרי שלא רק בהכפר בכלל יהי' בו חלק חשוב של חקלאים וחקלאות, אלא שגם ביחוד לשכון החדש יהי' אופי חקלאי, וכן הוספתי שחקלאות בנדון דידן הוא לאו דוקא עבודת שדה תבואה, אלא גם ירקות וכיו"ב, ואם בהנוגע לאופי החקלאי אין נפק"מ בין בית של ארבע דירות או רק שתים - הרי אז יש לדון על תכנית זו בהתאם להמעלות שיש בזו לגבי זו וכמ"ש בשאר עניני הכפר לפלא שאין מזכירים מהנוהג אצל אלו אשר במובן הגשמי הם כאצלם והרי כמה כאלו נמצאים באה"ק ת"ו ויש להתבונן בהתוצאות מאופן הבני' וכו'.
... קבלתי מכתבים מאיזה אנשים, שפנו בבקשות שונות לועד הכפר, והועד אמר להם שיכתבו ישר אלי, ומובנת התמי' בהנהגה כזו. אבל כיוון שאיני אחראי לנכונות ההודעה שהועד צוה להם לכתוב, הנה עניתי מכאן. לכל פני' כזו - שעליהם לפנות לועד הכפר, ולכל היותר אפשר לשלוח העתקה מתביעתם לכאן, ותו לא מידי...
בכלל - לא זו הדרך אשר כל דבר גדול ואפילו בינוני ואפילו קטן אינם מחליטים, ובמהירות הכי גדולה הפס"ד שלהם לשלח השאלה לכאן, לא זהו אופן דהנהלת כפר ומוסד.

In recent days I received the protocols from the meeting of the Vaad HaBirurim from Rosh Chodesh Iyar, and from the meeting of the committee from the 16th of Iyar and the 8th of Sivan... It is not at all clear what is the logical reason for opposing organized marketing, especially after it has been discussed many times as a necessity, etc. I have already written my opinion that one should take advantage of any available loans for several reasons, and organized marketing as you described—not only does it have general advantages but will also help in obtaining loans.
A general note regarding certain sections in the protocols (although I believe I have already written this several times to various Chabad organizations): My response to anyone who writes privately is not at all binding on the administration of an institution or organization or on the village administration regarding any matter. Only my response that is officially received as a reply to the administration is binding. Obviously it makes no difference who asks privately; what matters is whether it is a question from those representing the village or institution or just a private individual describing matters as he sees them. This should be clear.
Regarding your question about whether in the new neighborhood houses should be built with four apartments or only two—I have already written that every effort should be made not only that there be an important segment of farmers and agriculture in Kfar Chabad generally but also that specifically in the new neighborhood there should be an agricultural character. I also added that agriculture in this context does not necessarily mean grain farming but also vegetables and similar things. If regarding agricultural character there is no difference between a house with four apartments or only two—then this plan should be considered according to its respective advantages as with other matters of the village. It is surprising that you do not mention what is customary among those whose material circumstances are similar to yours; after all, there are many such people in Eretz HaKodesh—one should consider their building outcomes.
I have received letters from some people who approached the village committee with various requests, and the committee told them to write directly to me. This conduct raises questions. However, since I am not responsible for verifying whether it was indeed the committee who instructed them to write, I have replied here: For every such approach—they must turn to the village committee; at most they can send a copy of their request here and nothing more...
In general—this is not how things should be done: that every major issue—even medium or even minor ones—are not decided locally and immediately their decision is to send every question here. This is not how a village or institution should be run.
