Shalom u'Vrachah!

After a long pause, your letter from the 21st of Sivan was received. Regarding what you wrote about talking during the Torah reading, it is surprising that such a question needs to be asked from across the sea. It is even more astonishing that some treat this lightly and bring strange proofs for it, especially since the words of my revered teacher (the Rebbe Maharash) of blessed memory are well known and also printed in his collection of letters. At its beginning is a directive to my father-in-law, the Rebbe, and there are also quoted words from his father, the Rebbe—may his merit protect us. His words: It is clear that one who listens to the Torah reading properly not only fulfills a mitzvah of Hashem but also honors the Torah by doing so; as a result, the Torah arouses mercy upon him and his household both spiritually and materially. He begins there: They should be careful not to speak or converse during the Torah reading, etc.

Regarding what you wrote about farbrengens and what needs improvement in this area: It is clear that it is not appropriate for every small or large matter to be approached as an imposed decree or statute. Even Hashem, Creator of the world, gave part of His Torah in a way that can be understood by reason—how much more so between one Jew and another within Bnei Yisrael there must also be understanding. Especially when speaking about those connected to Chabad: if even someone just passing by a store absorbs its scent, how much more so someone who spends significant time there—sometimes even with self-sacrifice—these matters become deeply ingrained. It is very likely that if our elder chassidim had tried to explain things and their requirements would have been accepted much more easily than they imagine beforehand. We have been taught: Words that come from the heart enter the heart—especially since merit for many helps them—and particularly in Kfar Chabad whose role has been stated many times to serve as a living example for Chabad communities. This is all equally relevant regarding public study sessions as well.

Blessings for good news in all mentioned above.

Summary

The Rebbe teaches that speaking during Torah reading diminishes its honor and spiritual effect; instead, one should listen attentively. Improving farbrengen atmosphere requires heartfelt explanation and understanding rather than imposing decrees—especially in Chabad communities where sincerity inspires others.
