במענה על מכתבו מיום א' במדבר ... הנה מספר התלמידים מועט הוא ומחפשים עתה עצות ותחבולות כדי להרבות מספרם:
הנה כפי שהראה הנסיון עד עתה ובמדינות שונות אחת מחברתה, הרי במרץ הראוי ובעקשנות המתאימה הנה סו"ס הצליחו תמיד אנ"ש שי' לייסד מוסדות חינוך משלהם ובמספר תלמידים אשר הולך וגדול מזמן לזמן, ובלבד שלא יתנו מקום לרפיון ידים ולנפילת רוח מפני הקישויים ההעלמות וההסתרים, ונשען על זה הנה תקותי חזקה אשר באם יתנהגו במקומם עתה ג"כ בתוקף הנ"ל, בלי ספק יצליחו בריבוי כמות התלמידים ואח"כ גם בהגדלת איכותם...
ובימים האלו דלפני חג השבועות זמן מ"ת, שמסופר ברז"ל שלא קיבל הקב"ה ערבות עד שאמרו בנינו יהיו ערבים בעדנו, הנה יזכו גם הוא וחבריו ... לזכות הגדולה דהמצאת ערבים אלו בין הנוער דעירם ומדינתם עתה, וכאו"א מאתנו יזכה לקבלת התורה בשמחה ובפנימיות ולהמשיכה אח"כ על כל השנה כולה, ובמילא - לקיום היעוד: ונתתי גשמיכם בעתם גו'.

In response to your letter from Sunday, Bamidbar... The number of students is currently small and you are now seeking advice and strategies to increase their numbers. As experience has shown until now, in various countries one after another, with the proper enthusiasm and suitable persistence, our Anash have always ultimately succeeded in establishing their own educational institutions with a growing number of students over time. This is as long as they do not allow for weakening of resolve or discouragement due to difficulties, concealments, and obstacles. Based on this, my strong hope is that if you also conduct yourselves now with such determination in your location, without doubt you will succeed in increasing the quantity of students and afterwards also in improving their quality...
And in these days before the festival of Shavuot—the time of the Giving of the Torah—when our Sages relate that the Holy One did not accept any guarantors until they said: "Our children will be our guarantors," may you and your colleagues merit the great privilege of finding such guarantors among the youth of your city and state at this time. May each one of us merit receiving the Torah with joy and inwardness and drawing it down throughout the entire year—and thus fulfill the promise: "And I will give your rains in their season," etc.
