Shalom u'Vrachah!

With pleasantness and great joy I received the letter from Rabbi Yitzchak sheyichye Yadgar regarding his visit to you in connection with the important campaign, "Mivtza Tefillin," and his impression of the warm welcome you gave him, your participation, etc.

May it be G‑d's will that the merit of this mitzvah—which has a special segulah as it is written: "Ve'ra'u kol amei ha'aretz ki shem Hashem (in the parshiyos of tefillin) nikra alecha veyar'u mimeka" ("And all the peoples of the earth will see that the Name of Hashem is called upon you and they will fear you")—stand by you for increased success in your important and responsible work to establish and strengthen order and discipline in all areas under your supervision. May you be blessed in all your personal matters.

For there is another primary segulah and special merit in this mitzvah: everyone who puts on tefillin merits long life—both quantitatively and qualitatively. And the Holy One, blessed be He—Who takes pride in His people Israel and says: "Atem asitonni chetivah achat (a unique entity that is recognizable like no other) in the world, as it is said: Shema Yisrael Hashem Elokeinu Hashem Echad (one of the main verses in the parsha of tefillin), and I will make you a unique entity in the world, as it is said: Umi ke'amcha Yisrael goy echad ba'aretz" ("And who is like Your people Israel, one nation on earth," a verse written in G‑d's own tefillin)—will bless each one of them and their families sheyichyu with a good and sweet year, including going from strength to strength in all matters of our Torah—the Torah of life—and its mitzvos about which it is said "vachai bahem" ("and you shall live by them") with joy and gladness of heart.

Summary

The Rebbe highlights how participating in Mivtza Tefillin brings unique blessings—protection, success, longevity, unity with G‑d—and encourages continued growth in Torah observance with joy.
