Shalom u'Vrachah!
Your letter from Erev Shabbat Kodesh, the 23rd of Tammuz, has just been received together with several other letters from those who visited you—whom I asked to describe your appearance and feelings—in connection also with what was published in the press that you were present at the Jewish Studies conference. I hasten to confirm receipt of your letter and mainly to express my blessing that your recovery should be complete and also swift so that you may fulfill all your heart's desires for good with joy and gladness of heart and with true health. The merit of the many assists you.
I must add that I was somewhat disappointed by what you wrote to me because my thought is, on the contrary: how can one extend time and remove the limitation of the law regarding leadership? Of course, I do not mean merely regarding the content of the law but regarding you personally so that you can utilize your influence fully for the benefit of the public. For this, it is necessary that there be no bodily distractions.
Just as we have seen many matters fulfilled completely for good, may it be G‑d's will that it be so also in this matter—and for many more good years in all details may you serve in your position; and as mentioned, for the benefit of the public—their material and spiritual welfare together. And certainly, as Chassidus teaches, in both materiality and spirituality this motto will be fulfilled: increasing form over matter.
With esteem, respect, and blessings for good news with health and joy.
Summary
