והרי ימים אלו מסוגלים וזקוקים ביותר לעניני גמ"ח צדקה, אשר נקודתן אהבת ישראל, לתקן את ההנהגה בעבר, החסרון בנקודה זו - שהייתה, כמבואר מחז"ל (יומא ט, ע"ב), והרי התקון צ"ל באותו ענין עצמו - אהבת חנם, וכשמחלישים ועד שמבטלים אותה הסיבה (ענין האמור במס' יומא שם) הרי בד"מ בטל המסובב,
ויהפכו ימים אלו לששון ולשמחה.

I hereby acknowledge receipt of your letter along with the annual balance sheet. These days are especially suited for and in need of matters of Gemilut Chasadim and charity, whose core is Ahavas Yisrael (love for a fellow Jew), to correct previous conduct—the deficiency in this point that existed, as explained by our sages (Yoma 9b). The correction must be in this very matter itself—Ahavas Chinam (gratuitous love). When one weakens or even nullifies that cause (the matter mentioned in tractate Yoma there), then usually the effect is also nullified, and these days will be transformed into joy and gladness.
With blessings for success in all the above and to hear good news.

Summary
The Rebbe teaches that increasing charity and Ahavas Yisrael—especially during times associated with past negativity—rectifies previous shortcomings and brings about transformation from sorrow to joy. Removing baseless hatred leads to true communal happiness.
